Hawaiian Electric Faces Lawsuits Over Maui Wildfires

A Hawaiian couple has filed a lawsuit against four power companies, including Hawaiian Electric Industries, accusing them of ignoring weather warnings and keeping their power lines energized during the historic Maui wildfires. The couple, who own a house in Lahaina, claim that the companies' actions caused loss of life, destruction of homes and businesses, and damage to cultural sites. The death toll from the wildfires currently stands at 93, with an estimated $6 billion in damages. The power companies have not commented on the pending litigation.

While such donations to barely regulated non-profit groups are legal, a number of utilities have faced criticism for it. Dark money giving to tax exempt groups has helped utilities increase electricity prices, hinder solar schemes and helped elect sympathetic legislators in recent years. Critics argue the dark money spending is kept private, in part to ensure the disruptive transition to green energy happens on the companies’ terms or not at all, and to hinder oversight.

California's three largest power companies have submitted a joint proposal to the state's Public Utilities Commission to simplify electricity bills to include a fixed-rate billing system based on household income. The aim is to lower power bills, particularly for lower-income customers, while increasing transparency. Customers would see two main charges on their bills: a new fixed rate and power use rates. The fixed rate will cover the costs of safely building, maintaining and operating the electric grid, of providing customer support, and the cost of state initiatives to help income-qualified customers and energy-efficiency programs. Income verification would be handled by a third party, possibly a state agency.

California's three largest power companies have proposed a new rate structure for electricity bills that will impact households based on their annual income. The proposal follows last year's passage of Assembly Bill 205, which requires a fixed rate and simpler bills. Under the proposal, rates will decrease by about 33% per kilowatt hour for all residential customers, and approximately 1.2 million of Southern California Edison's lower-income customers will see their bills drop by 16%-21%. The new rate structure is expected to be adopted by the state's Public Utilities Commission by July 1, 2024.

The proposal follows last year's passage of Assembly Bill 205, which requires a fixed rate and simpler bills. The new structure will decrease rates by about 33% per kilowatt hour for all residential customers, and approximately 1.2 million lower-income customers will see their bills drop by 16%-21%. The CPUC is required to adopt the new rate structure by July 1, 2024, and the earliest customers would see the updated bills is 2025.
