Texas Governor Signs Bills to Eliminate Vehicle Inspections and Ban Paper License Plates

Governor Greg Abbott has signed a bill that eliminates annual vehicle inspections in Texas, but 17 counties will still require annual emissions tests. The $7.50 fee will still exist, but under a new name, and new cars or vehicles that had not previously been registered in Texas or another state will have an initial fee of $16.75. The money will go toward the Texas mobility fund, general revenue fund, and the clean air account. The new legislation will go into effect on Jan. 1, 2025.

Air pollution is caused by a reliance on coal, lower vehicle emissions standards, and the burning of solid fuels for cooking and heating. It is high time everyone comes together to fight it, says Bhavreen Kandhari, co-founder of Warrior Moms in India, a network of mothers pushing for clean air and climate action in a nation with some of the world’s consistently worst air.

President Joe Biden signed an executive order on Friday to expand his administration's environmental justice goals, including delivering clean air and water to communities nationwide. The order establishes the Office of Environmental Justice at the White House to coordinate the administration's efforts to implement the new directives. Federal agencies will also be tasked with conducting new assessments of their environmental justice efforts, and the results will be made public through a new scorecard to help measure the government's progress on the issue. The president wants to ensure that Americans benefit from cleaner air and water, reduced risk for asthma, cancer, and other health burdens, and better access to green space, safe and affordable housing, and clean transportation.

US Air Quality Report: Western States and People of Color Disproportionately Affected.

98% of Californians live in communities with unhealthy levels of smog or fine particles, according to a new report by the American Lung Association. Greater Los Angeles remains the smoggiest metropolitan area in the nation, while the Central Valley cities of Bakersfield and Visalia tied for the country’s worst year-round levels of fine particle pollution. The report highlights the daunting challenge facing environmental regulators trying to tamp down air pollution and move the world’s fourth-largest economy away from diesel-powered trucks, ships, and trains. The California Air Resources Board is poised to vote on two pivotal measures that would significantly curtail pollution from trucks, buses, and locomotives operating within the state.
