The legislation prescribes the death penalty for “aggravated homosexuality” and life imprisonment for sexual activity “against the order of nature.” President Museveni can sign or veto the bill, but is under pressure from the international community to veto it. The Church of England's decision to continue banning church weddings for same-sex couples has angered many in Uganda and elsewhere in Africa, where homosexuality is criminalized in more than 30 countries.

Ugandan lawmakers have passed a new version of an anti-gay bill that removes a clause which appeared to criminalize identifying as LGBTQ. The new law prescribes the death penalty for “aggravated homosexuality,” which is defined as cases of sexual relations involving people living with HIV as well as minors and other categories of vulnerable people. Although the law would no longer criminalize those who identify as LGBTQ, jail terms of up to 20 years are proposed for those who advocate or promote the rights of LGBTQ people. The bill passed by lawmakers on Tuesday will return to President Yoweri Museveni, who can sign or veto it.

Uganda’s president, Yoweri Museveni, has refused to sign into law a controversial anti-LGBTQ+ bill that imposes the death penalty for homosexuality, requesting that it be returned to parliament to make it even harsher. The bill in its current form imposes capital and life-imprisonment sentences for gay sex, up to 14 years for “attempted” homosexuality, and 20 years in jail for “recruitment, promotion and funding” of same-sex “activities”. Human rights campaigners are calling for the bill to be shelved entirely.
