Michigan House Passes Legislation Limiting Local Authority on Renewable Energy Zoning

The Michigan House of Representatives has passed legislation that would give the state permitting authority over large wind and solar projects, stripping local municipalities of standard zoning approval. The move is part of a broader effort to transition the state's energy systems to carbon-free power sources. Supporters argue that centralizing permitting authority will help overcome opposition campaigns that have derailed renewable projects in some communities. However, opponents, including local government officials, argue that communities should have the right to decide where and if such projects can be developed. The legislation must now pass the Senate before reaching Governor Gretchen Whitmer's desk.

"Michigan Considers State Control of Solar and Wind Projects, Igniting Local Controversy"

Battles over renewable energy projects in Michigan may shift from being handled locally to being decided at the state level. Currently, local communities have the power to approve or reject large-scale wind and solar projects. However, proposed legislation would transfer the authority to the Michigan Public Service Commission. This has sparked controversy, with some residents concerned about the impact on their properties and local landscapes. Proponents argue that the state needs to streamline the approval process to meet energy demands and promote affordable and reliable homegrown energy. The legislation is still being debated and may undergo changes based on feedback.

Biden administration invests in clean energy for coal communities at home and abroad.

The Biden Administration has approved $450 million for clean energy projects near coal mines in the US, with at least two of the five renewable projects going towards solar farms. Developers of clean energy projects will also be eligible for bonuses and tax credits to incentivize more clean energy investment in energy communities, particularly coal communities. The Administration is pushing the narrative that coal country has both the infrastructure and the people to fulfill renewable projects. Application for the renewable funds are due by the end of August, with decisions on who will get the funds expected in early 2024.

Biden's Clean Energy Plan for Coal Communities.

President Joe Biden's administration is making $450 million available for up to five clean energy projects at current or former coal mines, with at least two projects set aside for solar farms. The White House will allow developers of clean energy projects to take advantage of billions of dollars in new bonuses being offered in addition to investment and production tax credits available through the 2022 Inflation Reduction Act. The bonuses will incentivize more clean energy investment in energy communities that have been hurt by a decline in U.S. coal production.
