Lithuania Identifies Over 1,000 Belarusians and Russians as Security Threats

Lithuania has declared over 1,000 Russian and Belarusian citizens residing in the country as threats to national security and is revoking their permanent residency permits. The decision was made after the government asked them to complete a questionnaire regarding their views on Russia's invasion of Ukraine and the status of Crimea. Lithuania, a NATO and EU member, has been a supporter of Ukraine and a refuge for those fleeing repression in Belarus and Russia. The Migration Department determined that 1,164 individuals posed a threat based on public and non-public information. Those affected can appeal the decision or have up to a month to leave the country.

Lithuania has revoked the residency permits of over 100 Russians living in the country, citing security concerns and "disloyal views." The number of Russians applying for residency permits in Lithuania has doubled since 2021, with many seeking refuge from the rule of Russian President Vladimir Putin and the fallout of the Ukraine war. The Lithuanian State Security Department expelled a Russian citizen, citing his "disloyal views towards Lithuania" and connections to Russian and Belarusian intelligence services. Lithuania, a staunch ally of Ukraine, is concerned about security risks but also faces a dilemma in supporting opponents of Putin and Lukashenko. The country has banned tourist visits from Russia and sent surveys to Russian citizens living in Lithuania, asking about their views on Crimea and the war.
