A bipartisan Senate group negotiating a revival of expired ACA subsidies won’t publish legislative text until the last week of January, signaling cautious progress as they resolve framework elements, notably how to handle Hyde Amendment restrictions and potential audits/penalties to ensure funds for abortion are segregated from nonabortion health funds. The talks, led by Sen. Bernie Moreno and involving Sen. Susan Collins and Sens. Jeanne Shaheen and Maggie Hassan, aim to “get it right” before releasing the framework, with the delay suggesting remaining divisions on key issues.
