Travis L. Ward, 32, is being held without bail after allegedly shooting and killing James Perez at Vancouver Mall during a Halloween event. Ward, who wore a "Joker" mask, followed Perez before shooting him in the head. Two others were injured in the incident. Ward has a criminal history, and prosecutors plan to charge him with unlawful possession of a firearm. Surveillance footage captured the shooting, and Ward was arrested at his apartment. The motive remains unclear, and Ward has not admitted to the crime.
