A 14-year-old girl, Rosenda Elizabeth Smiley, was killed in a suspected DUI crash in Newport Beach, Orange County. The incident occurred near Balboa Boulevard and Palm Street, and 30-year-old Joseph Alcazar was arrested on suspicion of homicide by traffic fatality and cruelty to a child.
