The Need for Human Control: Microsoft President Warns Against AI Weaponization

Microsoft's president and vice-chairman, Brad Smith, has emphasized the need for human control over artificial intelligence (AI) to prevent its weaponization. Smith stated that AI has the potential to become both a tool and a weapon, and it is crucial to ensure that humans can slow down or turn off AI systems. He called for new laws and regulations to establish safety breaks, similar to circuit breakers in electricity or emergency brakes on school buses. Smith also highlighted that AI should be seen as a tool that supplements human work rather than replacing jobs.

US lawmakers propose ban on AI in nuclear missile systems.

US Senator Edward Markey and Representatives Ted Lieu, Don Beyer, and Ken Buck have introduced bipartisan legislation that would prohibit the use of federal funds for launching any nuclear weapon by an automated system without "meaningful human control." The Block Nuclear Launch by Autonomous Artificial Intelligence Act aims to codify the US Department of Defense's policy that only human beings can authorize the employment of nuclear weapons into law. The bill is part of a larger plan to reduce the risk of "nuclear Armageddon" and hinder nuclear proliferation.

Bipartisan bill aims to restrict AI's involvement in nuclear missile systems.

A bipartisan group of lawmakers has introduced a bill in the House to prevent AI systems from being able to autonomously launch a nuclear attack. The bill would preemptively prohibit any future Defense Department policy decisions that could lead to AI being capable of firing off nuclear weapons on its own. The lawmakers' bill would codify existing Pentagon policy that requires a human be "in the loop" for any decisions regarding the use of nuclear weapons. The Pentagon is calling for $1.8 billion solely toward research and development of AI capabilities in its fiscal year 2024 budget.

US Bill Seeks to Prohibit AI from Initiating Nuclear Attacks

A bipartisan group of US lawmakers has introduced the Block Nuclear Launch by Autonomous Artificial Intelligence Act, which aims to prevent AI from launching nuclear weapons without meaningful human control. The proposed legislation would codify the Pentagon's current policy of maintaining a human "in the loop" for all actions critical to informing and executing decisions by the president to initiate and terminate nuclear weapon employment. The bill would ensure that no federal funds could be used to launch a nuclear weapon or select or engage targets for the purposes of launching nukes.
