Defense Bill Passes with Big Pay Raise for Troops, Boosting Alabama and Mississippi Economies

The House passed a defense policy bill authorizing the largest pay raise for troops in over two decades, despite objections from some conservatives who wanted more restrictions on Pentagon diversity initiatives, abortion travel policy, and gender-affirming health care for transgender service members. The $886 billion bill, which represents a 3% increase from the previous year, now goes to President Joe Biden after being overwhelmingly passed by the Senate. The bill does not include certain provisions sought by House Republicans, but it does freeze hiring for diversity and inclusion training in the military until a full accounting of programming and costs is completed. The bill also includes a short-term extension of a surveillance program aimed at preventing terrorism and catching spies, which has drawn bipartisan pushback.

Transgender Inmate Settles Lawsuit, to be Moved to Women's Prison in Minnesota

Christina Lusk, a transgender woman who sued the Minnesota Department of Corrections over her treatment while in prison, has reached a settlement that includes a move to the state's women-only Shakopee prison and access to gender-affirming health care. Lusk had been fighting for these rights since she was incarcerated in 2019 and filed the lawsuit against the Minnesota Department of Corrections nearly a year ago. As part of the settlement, Lusk will also receive a $495,000 payout, which includes about $250,000 in legal fees.

Missouri Judge Halts Restrictions on Gender-Affirming Health Care for Trans Individuals.

A Missouri judge has temporarily blocked a rule that restricts access to gender-affirming health care for transgender kids and adults. The rule was set to take effect on Thursday, but the judge has put it on hold until at least Monday. The rule requires people to have experienced an “intense pattern” of documented gender dysphoria for three years and to have received at least 15 hourly sessions with a therapist over at least 18 months before receiving puberty blockers, hormones, surgery or other treatment. Transgender Missourians and health care providers sued to stop it from taking effect, arguing that the attorney general acted beyond his authority in attempting to regulate gender-affirming health care under the state’s consumer-protection laws.
