"SDG&E suggests implementing flat fee on utility bills"
San Diego Gas & Electric (SDG&E) has proposed a mandatory fixed-fee concept for California utility customers, which would account for all the costs of maintaining, protecting and developing the grid, as well as the cost of state-mandated public purpose programs, into the cost of a kilowatt hour. The proposal includes four different tiers based on household income, with the actual cost of buying electricity for San Diego customers falling to about $.27 per kilowatt hour. If adopted, California would be the first state in the nation to have a part of a household’s utility bill be determined by income.
