Any person or company involved in the sale, transport, or export of illegal drugs or precursor chemicals may face criminal charges or fines, according to the circular. The United States has sought China's cooperation to halt the flow of precursor chemicals used in the production of fentanyl.

China and US clash over fentanyl trade sanctions.

China has condemned the US sanctions on Chinese firms and individuals allegedly involved in the fentanyl trade, stating that it has been trying to help the US in drug control. The Chinese foreign ministry has lodged representations with Washington, and the repeated imposition of sanctions "seriously undermines" bilateral cooperation in drug control. The US had imposed sanctions on two entities and four Chinese nationals on Friday, accusing them of supplying precursor chemicals to drug cartels in Mexico for the production of illicit fentanyl intended for the US.
