EU Commission Plans Discussion on Broad Russia Sanctions Amid Ukrainian Conflict

The European Commission is set to propose a 13th package of sanctions on Russia, which will not include new import bans but will feature hundreds of listings of entities and individuals. The package aims to cause minimal debate among member states for quick adoption, and will expand the list of Russian companies that EU firms cannot sell dual-use goods to. A 14th set of measures, potentially including new import bans, is expected to follow soon. Additionally, the EU plans to adopt a law to set aside windfall revenues from Russia's immobilized assets to fund Ukraine's reconstruction.
