Germany's Cabinet Approves Plan to Liberalize Cannabis Rules

Germany's Cabinet is expected to approve a plan to liberalize rules on cannabis, allowing for the decriminalization of possession of limited amounts and the establishment of "cannabis clubs" for recreational use. The plan, which still needs parliamentary approval, would legalize possession of up to 25 grams of cannabis and permit individuals to grow up to three plants. Members of nonprofit cannabis clubs would be able to purchase up to 25 grams per day, with costs covered by membership fees. The government hopes the plan will combat the black market, protect consumers, and reduce drug-related crime. However, critics argue that the legislation is overregulated and could burden the judicial system, while some advocates of legalization believe it falls short of their expectations. Germany plans to follow this step with tests of regulated commercial supply chains in select regions.
