Foreign Powers Evade Sanctions Through Western Technology Imports.

Despite Western sanctions, Russia is still finding ways to import Western technology goods, including chips and other electronic components, which are being used to develop weapons, including cruise missiles that have been used to strike Ukraine. While the United States and Europe have made it significantly harder for Russia to obtain technology that can be used on the battlefield, other countries have stepped in to provide Russia with some of what it needs. The trade restrictions are making it harder for Russia to obtain technology, but controlling the flow of semiconductors is extremely difficult.
