Port Arthur Valero blast triggers shelter-in-place as black smoke billows skyward
A reported explosion at the Valero refinery in Port Arthur sent thick black smoke and flames into the sky. First responders rushed to the scene, a shelter-in-place order was issued on the west side of Port Arthur, and sheriff officials say there are no reported injuries. Authorities believe the blast was likely caused by an industrial heater, with video showing a large plume of smoke and fire as residents felt the blast miles away.
