"Cross-Border Raids and Escalating Attacks: Putin's Challenge in Russian Border Regions"

Pro-Ukrainian paramilitary groups, made up of Russian rebel fighters, have launched cross-border attacks into southern Russia ahead of the presidential election, aiming to disrupt the election and demonstrate opposition to Putin. The attacks, which Putin blamed on Ukraine, have resulted in casualties and have been accompanied by Ukrainian drone strikes and shelling. While unlikely to significantly impact the election or the war in Ukraine, the attacks serve to embarrass Putin and remind Russians of the ongoing war's impact.

The level of strategic military success achieved by the Ukrainian-backed mission in Belgorod is unclear.

The US has distanced itself from a cross-border raid into Russia, which Moscow says ended in the defeat of armed insurgents who entered from Ukraine. Russia later released pictures of abandoned or damaged Western military vehicles, including US-made Humvees. The US insisted it did not "encourage or enable strikes inside of Russia". The raid led Moscow to declare a counter-terrorism operation, giving the authorities special powers to clamp down on communications and people's movements. The measures were only lifted the following afternoon, and even then, one of the paramilitary groups was claiming it still controlled a small piece of Russian territory.

Ukraine's military intelligence service has blamed two paramilitary groups, the Freedom of Russia Legion and Russian Volunteer Corps, for an armed operation in Russia's Belgorod region. The incursion was reportedly carried out by "opposition-minded Russian citizens" and was aimed at creating a "security zone" to protect Ukrainians from cross-border attacks by Russia.
