Pho Gabo Owner Sues Portland for $2.4M Over Odor Code Dispute
Eddie Dong, owner of Phở Gabo, has filed a $2.4 million lawsuit against the city of Portland, alleging racial discrimination and unfair treatment after his restaurant faced multiple fines and inspections due to odor complaints from a neighbor. Despite closing the restaurant in February, Dong claims the city continued to issue fines and demanded costly air filtration upgrades. The lawsuit highlights that no other restaurant faced similar demands, and Dong seeks accountability and compensation from the city. Portland has since updated its odor code, exempting certain businesses from such regulations.
