Issa exits Congress as redistricting tilts a San Diego swing seat
Rep. Darrell Issa (R-Calif.) announced he will retire at the end of this term after California’s Prop 50 redistricting shifted his San Diego–Orange County district from GOP-leaning to a Democratic-leaning swing seat, potentially flipping it in November; he endorsed San Diego Supervisor Jim Desmond as his successor, while Democrats see an opening with candidates Ammar Campa-Najjar and Marni von Wilpert in a district that has become a political battleground.
