GOP reaches deal to end impasse and move forward on House bills.
House Republicans reacted with frustration and "f-bombs" to an agreement to end a stalemate over adopting rules that dictate floor debate and votes. The agreement was made during a meeting between Speaker Kevin McCarthy and conservative rebels, but members from other factions were not included. The rebels got McCarthy to agree to write fiscal 2024 spending measures at fiscal 2022 levels, which could lead to a government shutdown in September. McCarthy's agreement to change the rules for motions to replace the speaker is also prompting shutdown worries.
