Bill Clinton Predicted Putin's Attack on Ukraine in 2011

Former US President Bill Clinton revealed that Russian President Vladimir Putin told him in 2011, three years before the 2014 attack on Ukraine, that he did not agree with the Budapest Memorandum guaranteeing Ukraine's territorial integrity. The revelation raises questions about whether the US and its European allies should have been more prepared for the attack. Putin had already launched invasions of Chechnya in 1999 and Georgia in 2008. After the seizure of Crimea in 2014, Putin claimed Russia was not bound by the Budapest Memorandum because Ukraine had become a different state.
