Secretary of State Antony Blinken justified the emergency sale, stating that it is necessary to assist Israel in developing and maintaining a strong self-defense capability. The move comes as President Biden's aid package for Ukraine, Israel, and other national security issues faces delays in Congress. Bypassing congressional review for arms sales is rare but not unprecedented.
