Russia seeks peace talks with Ukraine, urges West to intervene.

Russia's Deputy Foreign Minister has called for peace talks with Ukraine, demanding recognition of territorial arrangements and cessation of Ukrainian forces' actions. He also stated that Ukraine must restore its neutral, non-aligned status and refuse to join NATO and the EU. However, the Head of the Ukrainian President's Office has stated that Ukraine will not talk to Russia while its forces are on Ukrainian territory.
