Protecting Civilian Rights in Nagorno Karabakh: Azerbaijan's Responsibility

Human Rights Watch has called on Azerbaijani authorities to address the dire humanitarian needs of ethnic Armenian civilians in Nagorno-Karabakh, following Azerbaijan's military operation to regain control over the region. The military intervention came after months of shortages of essential supplies, and Azerbaijan has disrupted access to the region for over 9 months. Human Rights Watch urges Azerbaijan to ensure the safety and humanitarian needs of the population, allow civilians to evacuate temporarily to Armenia, and permit the transportation of food and medical supplies into Nagorno-Karabakh. International monitoring is necessary to ensure Azerbaijan meets its human rights obligations.
