A substantial portion of Biden's speech will focus on the war in Ukraine, and the White House is seeking $24 billion in additional aid for Ukraine, which faces opposition from some hard-line Republicans in Congress. Ukrainian President Volodymyr Zelenskyy will also visit Washington, D.C., to meet with Biden and lawmakers.
