HRW verified footage showing multiple uses of artillery-fired white phosphorus in populated areas, which violates Israel's legal obligation to avoid harm to civilians. The use of white phosphorus can cause severe burns and lifelong suffering. While not banned outright, its use near civilians is prohibited under international law. Israel's defense ministry has not responded to the allegations. Israel previously used white phosphorus extensively in its 2009 bombardment of Gaza, drawing condemnation.
