Lead exposure is linked to significant health and developmental problems, especially for children. The proposed rule would strengthen testing and compliance requirements, including a minimum of 10% of lead pipes replaced each year. Compliance is estimated to cost billions of dollars, but the benefits in terms of public health prevention are expected to be four to 10 times greater. The Biden administration has allocated $15 billion for lead service line removal, and there is additional funding available. The EPA will collect public comments on the proposed rule for 60 days.
