Pennsylvania Senate Pushes $100 Million Voucher Plan, Gains Conditional Support from Governor

The Pennsylvania Senate, controlled by Republicans, has advanced a $103 million school voucher program called the Pennsylvania Award for Student Success, allowing students from low-performing public schools to use state funds for private education. Democratic Governor Josh Shapiro has conditionally backed the program, stating that it must be accompanied by significant investments in public education, special education, student mental health, universal free breakfast, and other school needs. However, the proposal faces opposition from House Democrats, who hold a one-seat majority and support teachers unions and public education. Critics argue that diverting funds from public education harms students, and a state appellate court has ruled the public education system unconstitutional. The bill still needs approval from the state House, but comments from House Majority Leader Matt Bradford suggest it may not pass.
