Congress Successfully Avoids Government Shutdown Through Bipartisan Efforts
Congress averted a government shutdown with a last-minute scramble as House Speaker Kevin McCarthy offered a plan that won the support of nearly all House Democrats and most Republicans to keep the government open through mid-November. The legislation, which also passed the Senate with broad bipartisan support, includes a 45-day "continuing resolution" with disaster relief funds, an extension of a federal flood insurance program, and reauthorization of the Federal Aviation Administration. The resolution does not include funding for Ukraine, a major priority for Democrats, sparking calls for separate legislation. McCarthy's move to rely on Democratic votes to keep the government open may endanger his tenure as speaker.
