Putin's plan to repopulate Ukraine with Russians and deport non-citizens.

Russia is conducting a "deliberate depopulation campaign" in occupied areas of Ukraine by resettling people mainly from poorer and remote regions of Russia. The Institute for the Study of War (ISW) reported that Russia is trying to facilitate the repopulation of Ukrainian territories with Russians, which could complicate conditions for the reintegration of these territories into Ukraine. The ISW had earlier assessed that depopulation and repopulation campaigns by Russia are a "deliberate ethnic cleansing effort" and a possible violation of the Geneva Convention.

Ukraine's deputy defense minister has accused Russia of resettling people from poorer and remote regions of Russia into Ukraine, most significantly in the occupied eastern Luhansk region, and deporting Ukrainian citizens while forcibly resettling them in Russia. The Institute for the Study of War (ISW) has described this as part of "a deliberate ethnic cleansing effort" that would violate the Geneva Convention on the Prevention and Punishment of the Crime of Genocide. British defense officials said this week that Russian troops were forcing residents in occupied areas to accept Russian Federation passports.
