The NFL has made permanent the experimental kickoff rule from 2024, moving touchbacks to the 35-yard line to increase returns and safety, and introduced tweaks to onside kicks, overtime, and replay assist systems, along with other procedural updates for the 2025 season.
NFL owners have decided to move the trade deadline back one week and expand the league's replay assist program to include penalty categories like intentional grounding and roughing the passer. They also approved the use of a practice squad player as the emergency No. 3 quarterback on game days and will provide the replay "Hawk-Eye" feed to coaches' booths during the regular season in 2025. Additionally, the owners prohibited the swivel hip-drop tackling technique and allowed teams to gain a third challenge after one successful challenge during a game.
