The gunman, who had pledged allegiance to Islamic State, targeted Swedish soccer fans in Brussels. The shooting occurred during a European championship qualifying match between Belgium and Sweden. Belgian Prime Minister Alexander De Croo described it as a "brutal terrorist attack."
