A government-ordered inquiry in the UK has revealed serious failings at hospitals where an electrician, David Fuller, was able to have sex with over 100 corpses over a 15-year period without being detected. Fuller's necrophilia was discovered in 2020 when police tied him to the 1987 murders of two women and found millions of images of sexual abuse in his home, including videos of him engaging in sexual acts with dead bodies. The inquiry report highlighted management, governance, regulation, and process failures that allowed Fuller to offend, and made recommendations to prevent such abuse in the future. Fuller is serving a life sentence for murder and a concurrent 12-year term for necrophilia.
