It also found that the county's voter registration system included more voters than reported, and thousands of mail ballots were sent but not reported to the state. The method for distributing ballot paper did not comply with state law, leading to disruptions in the voting process. The Secretary of State's office is working with the county clerk and tax assessor-collector to address these issues, as legislation abolished the elections administration office in Harris County.
