White House Extends De Minimis Suspension and Establishes Postal Duty Framework
An updated executive order on February 20, 2026 extends the suspension of duty-free de minimis treatment for shipments to the United States, revising EO 14324 to require duties on international postal shipments at a rate tied to a temporary import surcharge proclaimed on February 20, 2026. CBP will collect these duties for postal shipments, while other shipments remain subject to applicable duties and taxes; the changes take effect February 24, 2026, with DHS implementing the new framework.
