Xuan-Kha Tran Pham, a man with a history of mental illness, has been charged with a hate crime for terrorizing a female driver and attacking two staffers at Congressman Gerry Connolly's Virginia office with a baseball bat. The attack was captured on video, which also showed Pham chasing a screaming woman moments before the rampage. Pham has a history of mental illness, including a previous attack on police.
