Graphic video captures Irvo Otieno's fatal restraint by Virginia deputies and hospital staff.

Video footage shows Henrico County Sheriff's deputies and hospital staff restraining Irvo Otieno, who was handcuffed and shackled at the ankles, and pinning him to the ground for an estimated 12 minutes before he is rendered unconscious and ultimately dies. Lifesaving measures are attempted on Otieno for over an hour before he is pronounced dead. Seven Henrico County Sheriff's deputies and three Central State Hospital employees have been charged with second-degree murder. Defense attorneys have requested that the Dinwiddie Commonwealth's Attorney be stopped from releasing the video.

Three employees of Central State Hospital in Virginia have been charged with second-degree murder in the death of Irvo Otieno, following charges filed against seven Henrico sheriff’s deputies earlier this week. The employees are accused of standing by while Otieno was smothered by the deputies, despite the fact that he offered no resistance. Otieno died on March 6, and his family will address the media for the first time on Thursday, March 16.

Virginia Deputies Charged with Murder in Death of Black Man at Mental Hospital

Seven Henrico County Sheriff's deputies have been charged with second-degree murder in connection with the in-custody death of Irvo Otieno at Central State Hospital in Dinwiddie County, Virginia. Otieno died of asphyxiation, according to the Dinwiddie County Commonwealth’s Attorney. Two videos, one from Henrico County Jail and another from Central State Hospital, are being reviewed by the State Medical Examiner. The seven deputies charged did not assist Otieno in the aftermath, moved his body, removed his restraints, and waited three hours to call Virginia State Police to investigate.
