The Human Rights Campaign has declared a state of emergency for the LGBTQ+ community as state legislatures have introduced over 400 anti-LGBTQ+ bills in the first quarter of 2023, a new record and higher than all of 2022. The organization is releasing a guide of state laws and resources to support residents and visitors in "hostile" states.

Texas Bans Transgender Care for Minors, Largest State to Do So

Texas Governor Greg Abbott has signed a bill that bans transgender healthcare for minors, including puberty blockers and hormone therapy, making Texas the largest state to have outlawed gender-affirming care. The law creates exceptions for minors who began treatment before June 1 or for those who attended 12 or more sessions of mental health counseling or psychotherapy for at least six months. The American Civil Liberties Union and other groups have pledged to fight the law in court, as they have similar legislation in other states.
