The UN Security Council and the African Union Peace and Security Council are meeting in Addis Ababa to discuss the financing of peacekeeping operations in Africa. The African Union is seeking compulsory contributions from UN member countries to fund its peace operations, which have historically relied on partners such as the European Union. The discussions aim to establish a framework resolution that will provide sustainable funding for essential peace operations on the continent. The two councils will also address the security situation in Sudan, the Sahel, Somalia, and the Democratic Republic of Congo.
The U.S. assistant secretary of State for African affairs, Molly Phee, will travel to Addis Ababa to meet with African leaders and Sudanese civilians in an effort to end the conflict in Sudan. Diplomatic efforts to halt fighting between Sudan's army and the paramilitary Rapid Support Forces (RSF) have been ineffective, with competing initiatives causing confusion. The conflict has displaced over 2.9 million people, with almost 700,000 fleeing to neighboring countries. The State Department calls on the Sudanese Armed Forces and RSF to end the fighting, adhere to international humanitarian and human rights laws, and allow unhindered humanitarian access. Phee will meet with Sudanese civilians and regional representatives during her visit. Clashes between the army and RSF continue, and Egypt plans to host a summit to discuss ways to end the conflict.
