EU's Overnight Talks Result in Landmark AI Rules, Nearing Deal on Regulating ChatGPT and Open-Source Models

EU lawmakers and governments have reached provisional terms for regulating artificial intelligence (AI) systems, including generative AI models like ChatGPT, in a marathon overnight negotiation session. The agreement includes the European Commission maintaining a list of AI models deemed to pose a "systemic risk" and requiring providers of general-purpose AIs to publish detailed summaries of the content used to train them. However, terms regarding the use of AI in biometric surveillance and source code access are yet to be finalized. The new law, once finalized, could serve as a blueprint for other governments seeking to regulate AI and may impact the global AI industry.
