Russian President Vladimir Putin appears to have backtracked on his pledge to punish the organizers of an armed rebellion on Russian soil, which reportedly killed up to 39 service members. The FSB announced that it was dropping all charges against Wagner, the private military company allegedly involved in the plot. Putin had pledged Monday night that the leaders of the plot would be punished, but the case has now been closed.
