Council of Europe Convenes Amid Putin and Macron Concerns

The Council of Europe, a pan-European institution focused on human rights, is holding its fourth summit since its creation 74 years ago. The summit is discussing a compensation mechanism for victims of the war in Ukraine, but also aims to justify its existence in a crowded marketplace of European institutions, including Emmanuel Macron's European Political Community (EPC).
