Informal assistance from private actors and non-governmental organizations (NGOs) has played a crucial role in supporting Ukraine's war effort and counteroffensive against Russia. These private actors offer greater flexibility, responsiveness, and direct delivery of aid, bypassing bureaucratic processes.
