Global Failure to Protect Civilians in Conflict: UN Chief and Security Council Address Food Insecurity and Essential Services

Switzerland, as President of the Security Council in May 2023, will hold a high-level open debate on conflict-induced food insecurity and the protection of critical civilian infrastructure and essential services. The meeting will review the implementation of Council resolution 2417 (2018) and resolution 2573 (2021) and discuss challenges and good practices to ensure the survival, security, and dignity of civilians in times of conflict. The debate will be attended by Heads of State and Government and will feature briefings from the Secretary-General of the United Nations, the President of the International Committee of the Red Cross, and a civil society representative.
