US seeks nuclear arms control talks with Russia and China.

The US seeks dialogue with Russia and China on nuclear arms control without preconditions, according to National Security Adviser Jake Sullivan. While the US is modernizing its nuclear force, it does not intend to increase its size. Sullivan warned that the world is at an "inflection point" on nuclear stability, with China expanding its nuclear arsenal and Russia suspending its participation in the New START Treaty.
