Former U.S. ambassador Victor Manuel Rocha admitted to spying for Cuba for four decades and intends to plead guilty to federal charges of conspiring to act as an agent of a foreign government. The charges carry a maximum sentence of between five and 10 years behind bars. Rocha, who held high-level security clearances, worked for the State Department and served as ambassador to Bolivia from 2000 to 2002.
