Japan Redefines Sexual Consent and Rape Laws

Japan has raised the age of consent from 13 to 16 and broadened the definition of rape from "forcible sexual intercourse" to "non-consensual sexual intercourse." The expanded definition includes acts committed using drugging and intoxication and criminalizes the grooming of minors. The changes also include a crackdown on "photo voyeurism" and secretly filming sexual acts. The move comes after a string of defendants charged with sexual crimes were acquitted, leading to the Flower Demo movement demanding changes to sex crime laws.

Japan's Recent Landmark Moves on Sexual Consent and LGBT Rights

Japan has passed new laws that redefine rape and raise the age of consent from 13 to 16 years, in a landmark overhaul of sex crime laws. The new laws explicitly outline eight scenarios where it is difficult for a victim to "form, express, or fulfil an intention not to consent" to sexual intercourse. The changes also ban "photo voyeurism" which includes upskirting and secret filming of sexual acts, among other things. However, activists say that "distorted ideas" about sex and consent that have pervaded for generations must be addressed, and survivors of sexual assault must feel empowered to report their attacks.
