Pope Francis has promulgated an updated version of Vos estis lux mundi, a procedural policy aimed at investigating allegations of abuse or administrative negligence on the part of bishops and other leadership figures in the Church. The revised policy makes permanent the norms introduced experimentally by Pope Francis in 2019, while broadening the scope of the law to include investigations of lay leaders in international associations of the faithful. The updated version of Vos estis lux mundi clarifies that investigations of lay leaders will be undertaken under the aegis of the Dicastery for Laity, Family, and Life, which is given legal competence to oversee them.

Pope Francis has expanded the rules on dealing with sexual abuse in the Roman Catholic Church to include lay Catholic leaders and clarified that both minors and adults can be victims. The updated provisions will become definitive from April 30 and will encompass leaders of Vatican-sanctioned organizations run by lay people. The new version provides a wider definition of victims, referring to crimes committed "with a minor or with a person who habitually has an imperfect use of reason or with a vulnerable adult". However, critics say the revision falls short of the "extensive revamping" the policy against abuses would have required.

Pope strengthens laws against clergy and lay leaders' sexual abuse.

Pope Francis has updated the Church's norms to prevent and counter sexual abuse against minors and vulnerable adults, extending the norms to cover lay leaders of international associations of the faithful recognized by the Holy See. The updated version of the motu proprio Vos estis lux mundi was published on Saturday, and enters into force on 30 April. The most significant change introduced in the new version of the normative text concerns the provisions in "Title II" which lay out the responsibilities of bishops, religious superiors, and clerics in charge of a particular Church or Prelature.
