A Virginia man, Kenya Chapman, is charged with making false statements for selling a .22-caliber gun to convicted felon Mohamed Bailor Jalloh, who used it in the Old Dominion University shooting that left a ROTC instructor dead and two others wounded; Jalloh, linked to ISIS, was killed during the incident. The weapon was sold for $100 and had earlier drawn ATF scrutiny for straw purchases, with the DOJ previously declining to prosecute Chapman on those matters.
