This controversial statement was made during a meeting with security officials, reinforcing Kadyrov's reputation for endorsing harsh tactics, including human rights abuses. Kadyrov's forces have also been involved in the conflict in Ukraine, and he has previously made extreme statements regarding the suppression of unrest, such as shooting rioters in the forehead.
